Helena Harbor
& Phillips County Economic Development

The Helena Harbor Industrial Complex consists of 4,000 acres of flood-protected industrial sites centered around a two and a quarter mile, nine-foot-deep slackwater harbor. The harbor channel is 300 feet in width and features an additional 50 feet of berthing space over much of its length. A large turning basin is located at the head of the channel. The harbor is developing all essential utility infrastructure at this time.

Helena Visitor’s Center

In his book Life on the Mississippi, Mark Twain described Helena as occupying “one of the prettiest situations on the Mississippi”. Nearly 150 years after Mark Twain shared this observation, the city continues to offer a unique brand of Delta charm.

Main Street Helena

Thriving along the banks of the mighty Mississippi since 1984, Main Street Helena focuses on economic restructuring, promotion, and innovative design to further development by embracing the past. 

It is the mission of Main Street Helena to serve the community by promoting the preservation and economic revitalization of the historic downtown business district in the City of Helena.

Phillips County offers visitors and residents a wonderful place to live and play. Nestled between the White River National Wildlife Refuge to the West, and the St. Francis National Forest and Mighty Mississippi River to the East, This part of the Delta has it all!

Phillips County Library

Originally known as the Helena Women’s Association in 1891 later becomes the Phillips County Library and placed on the National Register of Historic Places by then Governor Bill Clinton in 1975. The Phillips County Library is known to be the longest continues running library west of the Mississippi. Starting out with a book collection of 533 books to what is now 48,035 located in 3 different locations. Our stats can be found in Marvell, Elaine, and Helena. We also house Phillips Lee Monroe Regional Library funded through Arkansas State Library. Our location includes public computers, Genealogy department, as well as a community room. Throughout the year, you can find exciting children’s programs including live animals, theater, and magicians. We also welcome local partnerships with other community agencies.
